A public-health transportation plan needs to consider both access to transit and reasons to use it.
In “Addressing America’s Public Health Crisis,” I put inadequate public transportation alongside limited green space and unhealthy food prevalence. For transit, the article proposes infrastructure investment as well as incentives for public transport use.
Those are different parts of the problem. Naming both makes the proposal more useful to evaluate than treating new infrastructure as the entire solution.
